As a sequential dissemination on an ongoing work in progress upon SME’s competitiveness&#13;
PN2 project, the paper is designated to evaluate the territorial environment role as enabler&#13;
factor for SME’s development. Relying upon critical conclusions of SME’s readiness’ degree&#13;
for accessing the instruments of knowledge economy, such as: the institutional framework&#13;
and the economic incentives; human resources capability; the innovative system;&#13;
information infrastructure; vulnerabilities assessment, we are forward designing&#13;
institutional mechanisms for correcting SME’s noncompetitive position. We suggest&#13;
interactive networks for consulting expertise poles as institutional mechanism enabling the&#13;
knowledge transfer for the benefit of SME’s.

<description>The Origins of the Global Financial Crisis and Its Impact on Romanian Economy

Asymmetric information theory says that individuals who cooperate in different situations&#13;
have different levels of knowledge on a subject. The main role of a financial system is to&#13;
direct funds to individuals and companies that have good money investments. To do this&#13;
correctly, participants in financial markets should be able to make correct opinions on&#13;
which investment opportunities are in some measure efficient. This is where the problems&#13;
of information asymmetry occur: moral hazard and adverse selection. So financial crisis are&#13;
triggered when these problems become particularly acute, and financial markets are unable&#13;
to perform this crucial role of channeling funds to those who have the most efficient&#13;
investments. Recent financial crisis, triggered in the U.S. and spread globally, has not spared&#13;
Romania, and the present paper tried to highlight its main effects on our economy.

Competitiveness is the capacity of countries to create an enabling environment for&#13;
indigenous business development; using low‐cost strategies, differentiation, substitution,&#13;
leading to increased productivity; creating opportunities to penetrate foreign markets and&#13;
added value through their form; citizens by providing jobs with high pay, increasing the&#13;
purchasing power; contributing to economic growth and to establish a balanced social&#13;
environment. Enhancing competitiveness of national economy is one of five strategic&#13;
priorities of the Republic of Moldova, stated in the draft National Development Plan. The&#13;
wine industry is one of the most important branches of national economy in Moldova. But&#13;
for Moldova's wine production to be competitive on the world market, wine industry itself&#13;
should become a branch of modern, efficient, with high economic efficiency, which will not&#13;
be achieved without investment and without attracting high quality production.
